Do you actually know what URCO requires?
Most Denver operators know the ordinance exists. Almost none have the diversion plan, capacity calculations, bilingual signage, and training records the city will ask for. Melly's builds the whole file, keeps it current, and hands it to you ready.
12 questions. 2 minutes. Know if you're compliant.
What Does Denver's URCO Ordinance Require
The Universal Recycling and Composting Ordinance requires composting and recycling service at food businesses, hotels, and residential buildings with eight or more units.

Citations run $150 for a first offense, $500 for a second, and $999 for a third and each one after. Every continuing day counts as a separate offense.

The ordinance tells you what you owe. It does not tell you what the document looks like, how to calculate your capacity, or what you need on file when someone asks. That gap is where most businesses sit right now.
What compliance actually takes
Composting and recycling collection.
Both streams offered alongside trash, not just one.
Clear signage.
A label on every container and sorting signage at every collection point, with images, not just words.
Containers everywhere trash is.
Compost and recycling bins in common areas and back of house, not only at the curb.
Bilingual education.
Written sorting guidance for tenants, staff, and customers, in the languages your people actually read. Most operators miss this one.
Right-sized service.
Capacity calculated in gallons per the city's definition and collected often enough that nothing overflows. Interior containers your staff empty into the main container do not count toward it.
A written Waste Diversion Plan.
The document that proves your systems to the city and to an inspector.
A licensed hauler.
Your service agreement has to be with a hauler licensed by the City and County of Denver, covering compost and recycling, not just trash. We verify yours covers what the ordinance requires.
The complete file. Built, filed, maintained.
